But, lets not forget he DID call for evacuations prior to this also. All wknd, in fact. He may have not used the word "mandatory" but he was calling for people to evacuate. I think I remember the term "get out of dodge" very often. This 9:30a Sunday mrng call wasn't just out the clear blue and the first these folks heard of it. Just wanted to add that in.

What is your point with the mandatory evacuation. Do you actually think if he called it Friday morning more people would have left? If the people are that stupid that they have to wait for someone to say the word mandatory after all the weather reports and mets begging people to leave I serious doubt they would know what the word means.

I can't wait until the next evacuation and they use buses and trains to get them out. It was be a circus, especially since they can bring their animals with them. They better have two sets of buses and trains because the first ones will be destroyed on the way out of town. I would rather drown in a flood from the storm then have to get on one of those buses.

The majority of the people are not poor they are lazy no good scum of the earth that thinks the world owes them. Remember when they stole the furniture from the dome! Broad daylight walking out with sofas and chairs right in front of TV cameras.

The evacuation order is probably the least worrisome problem. The only thing that bothered me was that on Saturday night, Nagin was making the rounds on local news stations and said he couldnt order a mandatory evacuation, but he could if he would? Red tape asside, what was the deal with that?

Legal issues have to be taken care of prior to issung a mandatory evacuation. You don't think there was a plan in action but there was. It is not as easy as it seems.

He even said it was because of legal issues which is procedures that must be taken before he can order people to leave their homes are be faced with no help from the officials. He said Saturday night that Sunday morning he would issue the mandatory evacuation. That is when I got everything together to leave early Sunday.

I am not a so-called Nagin supporter. However, a give credit where credit is due. I never heard anything about the "yellow" remark. it must not have been in the news that much.

OK- here is a good example of how the people in New Orleans are. They can't afford to get themselves out of harms way, BUT they can afford a pet and now we have to pay to evacuate their pets and for the cages too. GRRRRR I would never leave my pet to die BUT I also would not have a pet I cannot afford to take care of myself nor would I have a pet when I can't take care of myself and my family.

A television shot of a little boy losing his dog during Katrina rescue operations was the catalyst for House passage Monday of legislation requiring pets to be considered in future emergency preparedness plans.

"The dog was taken away from this little boy, and to watch his face was a singularly revealing and tragic experience," said Rep. Tom Lantos, D-Calif., sponsor of the Pet Evacuation and Transportation Standards Act. "This legislation was born at that moment."

The bill, which passed 349-24, requires that state and local preparedness offices take into account pet owners, household pets and service animals when drawing up evacuation plans. Offices that fail to do so would not qualify for grants from the Federal Emergency Management Agency.

Rep. Christopher Shays, R-Conn., with Lantos a co-chair of the Congressional Friends of Animals Caucus, said estimates are that some 600,000 animals either died or were left without shelter as a result of Hurricane Katrina. He added that the lack of pet rescue plans also put many pet owners in danger.

"When asked to choose between abandoning their pets or their personal safety, many pet owners chose to risk their lives," he said.

The Humane Society of the United States cited a recent Zogby International poll that found that 49 percent of adults say they would refuse to evacuate if they couldn't take their pets with them.


Passage of the bill, said Humane Society president Wayne Pacelle, would ensure "that Americans will never again be forced to leave their best friends behind to face imminent danger."

In the Senate, Sens. Ted Stevens, R-Alaska, and Frank Lautenberg, D-N.J., have introduced similar legislation that also would give the FEMA director authority to grant funds to state and local agencies for animal preparedness projects, including the building of emergency shelters.

Louisiana's Legislature is considering a separate measure requiring that the state come up with plans to transport and house pets in an evacuation. The sponsor, Sen. Heulette "Clo" Fontenot, said the bill was written on the assumption the state would need 10,000 cages for the animals. ___

[COLOR="Purple"]That's what I've been trying to say all day, Bug. A mandatory evacuation would've changed things very little. It's not a magic word or a button to press where everyone takes off once it's said or heard. They're not even forced out under a mandatory evacuation. It simply means if you choose to stay, no one will be around to help you if you call. Again, "you're on your own".

And same here....I can't wait to see the next evacuation. It's gonna cost an azz load of money cause these people are not only expecting a ride out of the city but (like their hot dogs with no condiments)....they will be expecting food and accomodations. Mark my word!!! If not, you'll see them on tv hollering and screaming that "they dropped them on the side the road with no place to stay and no food to eat". And, once again....those terrible Louisiana people...doing that to those poor people. WTF else are we to do??? Maybe they should just issue those debit cards to each and every one of 'em for a couple thousand, when a hurricane is in the Gulf and tell them to get themselves out and to safety. Yeah...right!
